ETHICS COMMISSION ACCEPTS COMPLAINTS AGAINST JERRY JONES, NLR MAYOR AND CITY COUNCIL OVER ILLEGAL GIFT TO NLR POLICE OFFICERS - MOVES FORWARD INTO THE INVESTIGATIVE STAGE

The Arkansas Ethics Commission has finally made a decision about the Citizen Complaint filed against Jerry Jones, North Little Rock Mayor Joe Smith and the North Little Rock City Council on November 2, 2016.

This is the notification about the acceptance of the complaint against Dallas Cowboys owner Jerry Jones.








This is the first page of the letter sent to NLR Mayor Joe Smith.  Pages 2-4 were identical to that of the letter that referenced Jones.

This is an example of the first page of the letters sent about the NLR City Council members. 




No letter was received concerning the complaint made against Michael Gibbon, a NLRPD detective and president of the NLR chapter of the Fraternal Order of Police that arranged the gift from Jones.

An inquiry was made to Graham Sloan with the Ethics Commission, but no reply had been received at the time of publication.

According to emails obtained via a FOI request, Gibbons fixed it so that he was able to attend all of the games with his fellow officers. 





This video shows some NLRPD officers and their families arriving at a Dallas Cowboys game wearing shirts that were part of the extra surprise gifts.




Jones gift to NLRPD officers and their families has been estimated to valued at over $300.000.

**UPDATE -12/07/2016**

Three additional letters were received confirming that complaints against Det. Michael Gibbons and two additional NLR Alderman were received today.

It was strange that instead of placing all 11 letters in one large manila envelope, each was mailed separately.  The four page letters were not stapled together, instead a paper clip was used to hold them together.

It's nice to know that the Ethics Commission has a large budget to accomidate these strange practices.
